(a) Defined.Open fires are defined as any outdoor fire or open combustion of material, except barbecuing. Charcoal and propane fires, contained within a manufactured hibachi, grill, smoker or gas grill for food preparation, do not constitute open burning.
(b) Prohibited generally. It shall be unlawful to have any open fires within the city limits on public or private property, except for fire training purposes or recreational or ceremonial occasions for which written permits from the Fire Rescue Department are required.
